Healthcare Delivery Community Scorecard Validation Workshop to Build Partnership on Health Governance (Mombasa County)

1.0 EXECUTIVE SUMMARY
Hakijamii has been at the forefront in promoting, protecting and advocating for the economic and social rights of marginalized communities, and as such Hakijamii prides itself in building the capacity of social movements to advocate for these rights. More specifically, the organization
has been actively engaging with the Mombasa County Health Advocacy Network (MCHANE) to strengthen its capacity on various accountability and tracking tools to advance effective health governance.
In 2019, Hakijamii and MCHANE jointly conducted a community health scorecard in Mombasa County to establish and monitor the performance of the County Government on delivery of health care services in the county. The scorecard identified gaps in healthcare delivery and documented areas for further improvement in the sector. The engagement highlighted the scorecard’s key findings and recommendations and led to the development of a scorecard implementation matrix and the subsequent memorandum to advance legal and legislative frameworks that would enhance allocation of more resources to health services, and address some of the hurdles that impede the delivery of quality healthcare services.
After validation of the report, the findings of the scorecard report were also disseminated to the general citizenry through Radio Salaam, one of the local radio stations in the county, and the audience engaged in conversations on the state of health in the county. The scorecard report was also presented to the Directorate of Public Health on the second day of the engagement, and there were extensive discussions on the challenges the department face in the execution of its mandate.
The last day involved presentation of the validated scorecard report, its implementation matrix and the memorandum to a section of the duty bearers, including the County Assembly Health Committee, the Chief Officer of Health and the Director of Public Health, Mombasa County, for further discussions and deliberations on the next steps.
