ADVOCATING FOR INCREASED RESOURCE ALLOCATION IN GARISSA COUNTY

According to the Annual Implementation report FY 2015/2016 Garissa County has a budget of Ksh. 7.4 billion out of which Ksh. 4.1 billion is recurrent and Ksh. 3.3 billion. Conditional grants were budgeted to be Ksh. 531.21 million and Ksh. 500 million for local sources. At the end of the year, the Garissa County had a balance brought forward of Ksh. 463 million.

Hakijamii held a one day budget training on how to analyze and give input in the budgeting process. We went through Garissa county budget analysis with the community members and the development budget. Our ED also introduced the participants to the Dignity Bill and ignited debates around access to basic services.

The role of the bill was highlighted as shown below.

  • Formulate and implement policies, legislation and mechanisms by adopting comprehensive strategic plans that ensures the protection and promotion of economic, social and cultural rights.
  • Ensure availability, accessibility, adaptability and acceptability of services that facilitate the realization of ESCRs.
  • Put in place adequate infrastructure necessary to aid the government in meeting their obligation to realize economic and social rights through promoting investments.
